Application for rectification or update of my personal data in the National Registry of Natural Persons

The aim of the RNPP (Registre national des personnes physiques - RNPP) is to guarantee the accuracy of the data in its records, with regard to supporting documentation, and to provide administrations with access to accurate and up-to-date information. This data is used for the production of passports, ID cards, driver's licenses and other official documents.

Anyone listed in the RNPP is entitled to consult their personal data. Should the data prove to be incomplete or inaccurate, the person in question can apply to have it rectified or updated.

Who is concerned

As the personal data of residents listed in the RNPP is, in principle, automatically updated when they move home, they are the only ones in a position to check their details and, in the event of inconsistencies, to rectify their data.

Non-residents listed in the RNPP may apply to have their personal data updated. In this way, non-residents whose personal situation has changed (due to moving home, change of family situation, etc.) can inform the relevant administrations in Luxembourg with access to the RNPP of this fact.

Missing data can also be added during rectifications or updates.

Applications to rectify or update personal data can be filed by interested parties, their guardians, trustees, legal administrators, ad hoc administrators or special representatives.

If the interested party is a non-emancipated minor, the application must be made by a parent with parental authority or by the legal guardian.

If the application is not made in person but by a third party, a photocopy of the identity document of the person making the application and, where applicable, the authority on which they act, must be included with the application.

How to proceed

Purpose of the RNPP

The objectives of the RNPP are the following:

  • to serve as a repository for all data relating to the identification of natural persons (residents or non-residents) in contact with a Luxembourg government administration department;
  • serve as the basis for the production of official documents, including travel documents, identity documents, residence permits, driving licenses and other administrative documents;
  • to guarantee the unique and unambiguous nature of the identification number (matricule) assigned to a natural person;
  • to keep a record of any updates to the personal data of a natural person.

It has enabled substantial progress in terms of administrative simplification. Nowadays, public services and administrations with access to the registry can, in theory, no longer request the production of certificates deemed to attest the accuracy of personal data qualified as being accurate.

Contents of the RNPP

The RNPP contains the following personal data:

  • surname and first names;
  • identification number (matricule);
  • usual place of residence;
  • date and place of birth;
  • family status;
  • nationality or nationalities, or statelessness;
  • refugee or subsidiary protection status;
  • gender;
  • for those who are married, separated, widowed or in partnerships, the identification numbers, surnames, given names and dates of birth of living or predeceased spouses;
  • identification numbers of parents where parentage has been established, provided that such numbers have been assigned;
  • identification numbers of children where parentage has been established, provided that such numbers have been assigned;
  • origin of the data recorded and any modifications made;
  • the date and place of death;
  • nobility titles for members of the royal family.

There is no legal requirement for the RNPP to list preferentially used first names or surnames that differ from officially recognised first names.

Rectifying my personal data (for residents)

Only residents of the Grand Duchy can apply to have their personal data rectified.

Should one or more items of data appear to be incorrect, an application for rectification should be filed.

Missing data can also be added whilst data is being rectified.

Anyone can file an online application directly to have their personal data rectified, provided that they have an electronic LuxTrust certificate. The application has to be signed online and applicants will be invited to attach adequate supporting documentation.

Applications to rectify personal data can also be filed:

  • either directly with the communal administration;
  • or by simple letter to the RNPP.

Reasons must be given for any applications to rectify personal data. The application must be dated and signed by the interested party, their legal representative or special representative.

If the interested party is a non-emancipated minor, the application must be made by a parent with parental authority or by the legal guardian.

If the application is not made in person but by a third party, a photocopy of the identity document of the person making the application and, where applicable, the authority on which they act, must be included with the application.

Applicants may support their application with any evidence deemed worthy of consideration.

If the application is accepted, a correction notice will be sent to the interested party.

Applicants must be given reasons for any refusal to rectify their personal data.

Updating my personal data (for non-residents)

Only non-residents listed in the RNPP can apply to have their personal data updated.

In this way, non-residents whose circumstances have changed (due to moving home, change of family situation, etc.) can inform the Luxembourg government administration departments with access to the RNPP of this fact.

Should one or more items of data appear to be incorrect, an application to have the item(s) updated should be filed.

Missing data can also be added during updates.

Any non-resident can file an online application directly to have their personal data updated, provided that they have an electronic LuxTrust certificate. The application has to be signed online and applicants will be invited to attach adequate supporting documentation.

An application to update personal data can also be made simply by sending a letter to the RNPP.
