The national register of affordable housing (registre national des logements abordables - RENLA) is the single national platform for people seeking to rent affordable housing

Registering with RENLA is all you need to be placed on the waiting list for the allocation of affordable housing. You no longer need to register with multiple social landlords.

You can register online via MyGuichet.lu and you will be put in touch with the social landlord of your choice.

Persons who meet the criteria for renting affordable housing.

Prerequisites

To become a prospective tenant for affordable housing, you must meet the following conditions:

  • be of legal age on the date the application is submitted;
  • have a right of residence in Luxembourg for more than 3 months for yourself and the members of your household at the time the application is submitted.
  • not have a right of residence in, or be the owner, usufructuary or long-term leaseholder of more than one undivided third of another dwelling in Luxembourg or abroad (whether yourself or a member of your household);
  • your monthly income and that of the members of your household must not be above the eligibility cap for your type of household.

A person may only be considered as part of the household of a single prospective tenant. Example: the adult child of a prospective tenant cannot become a prospective tenant in their own right as long as they are part of their father’s household and therefore part of that household’s tenancy application.

However, a member a of tenant's household can become an applicant in their own right. For instance, a adult child of a household can apply in their own right for a dwelling other than that of their parents.

Determining the household's income

The income taken into account is the average net income for the calendar year preceding the application. If current income differs significantly from that of the previous year, or if there was no income during the calendar year preceding the application, the income taken into account is the last known income.

How to proceed

Filing an application

To become a prospective tenant and be placed on the waiting list for affordable housing, you must request to be put in touch with the social landlord of your choice online via MyGuichet.lu.

This procedure requires a LuxTrust product or an electronic identity card (eID).

After submitting your application via MyGuichet.lu, you will receive a list of supporting documents to be provided to the social landlord.

Supporting documents

The supporting documents you must provide vary depending on the composition of your application.

You must submit the requested supporting documents to your chosen social landlord within 3 months of your application:

  • by post;
  • electronically; or
  • in person at the premises of your chosen social landlord.

Application processing time

Your application will only be processed by the authorities once the supporting documents have been submitted to the social landlord.

Whilst your application is being processed, you will not be placed on the waiting list for affordable housing.

If you fail to respond to a request for additional documents or if you respond after the deadline, your file will be closed and your application will be deemed withdrawn by the social landlord.

Registration in the national register of affordable housing (RENLA)

The social landlord will register you as a prospective tenant in the national register of affordable housing (RENLA) after verifying that:

  • you meet the eligibility criteria for this registration;
  • the supporting documents you have submitted are genuine.

The social landlord will send you a confirmation letter regarding your registration as a prospective tenant.

How RENLA works

Prospective tenants are registered only once and are taken into account by all active social landlords in Luxembourg, which increases their chances of securing affordable housing.

In order to allocate available affordable housing, the social landlord searches the RENLA database to obtain a list of registered prospective tenants who match the type of affordable housing available.

The eligibility criteria for becoming a prospective tenant must also be met at the time of the actual allocation of the property.
