Taxi driver licence

In order to work as a taxi driver applicants will need a taxi driver licence issued by the Ministry of Mobility and Public Works.

Who is concerned

All taxi drivers must have a taxi driver licence.

The activity of private hire drivers, i.e. the hire of a passenger car with a driver to transport persons against payment or free of charge, is not subject to a taxi driver licence in Luxembourg.

Prerequisites

In order to provide proof of the qualifications and integrity required to work as a taxi driver, applicants must:

  • have had a driving licence valid for taxis for at least 2 years;
  • have appropriate knowledge of at least one of the 3 administrative languages in the country (i.e. French, German, Luxembourgish);
  • have a criminal record without a disqualifying conviction (any final criminal conviction with a prison sentence of at least 6 months for theft, fraud, sexual assault, etc.);
  • have the certificate of participation in the information session organised by the Ministry of Mobility and Public Works. This information session must be attended every 10 years.

Costs

The cost of issuing a taxi driver licence is EUR 50 (EUR 25 for its renewal and EUR 20 for changes or the issue of a duplicate).

How to proceed

Participation in the information session

Each person applying for a taxi driver licence must have participated in the information session for taxi drivers organised by the Ministry of Mobility and Public Works.

In order to participate in this information session, it is necessary to register for the session on one of the dates published online.

Participation in the information session is:

  • tested by a non-eliminatory written examination;
  • confirmed by a certificate;
  • to be renewed every 10 years.

Filing an application

The registration for the information session and the request to obtain a taxi driver licence have been grouped together in a single online procedure in order to allow rapid access to the profession.

The application must be submitted exclusively online via a business eSpace on MyGuichet.lu (see the TAXI C01 procedure under "Online services and forms").

How to create a business eSpace on MyGuichet.lu

There are 2 possible scenarios:

  1. You are a new user of MyGuichet.lu. You must:
    • first register on MyGuichet.lu; and
    • then create a business eSpace.
  2. You already have a private eSpace on MyGuichet.lu. You can directly create a business eSpace without having to register again.

Supporting documents

The application must be accompanied by the following documents:

  • a copy of the passport or identity card;
  • a copy of a valid driving licence for taxis (category B, must have been held for at least 2 years);
  • in the case of a foreign driving licence, a recent certificate of authenticity (<1 month) which attests to the validity of the licence;
  • a copy of the employment contract with the future operator;
  • a recent identity photo (45x35 mm, head taken from the front, white background).
  • the proof of payment of the investigation tax.

Application processing time

Within 15 days of receiving the application, the Minister acknowledges receipt of the request and informs the applicant of any missing documents.

The application must be completed within 2 months of the date of receipt. If the 2-month deadline is missed, the application becomes inadmissible.

The applicant will receive the Minister's decision within one month of the reception of the complete application.

Issuance of the licence

The holder:

  • receives the licence by registered letter with acknowledgement of receipt; or
  • can collect it in person, by appointment, from the Taxi Office (Service des taxis) of the Ministry of Mobility and Public Works (ministère de la Mobilité et des Travaux publics).  

Validity period

The taxi driver licence:

  • is valid for 10 years;
  • can be renewed;
  • loses its validity if it has been transferred to another person, be it for free or against payment.

Obligation

Taxi drivers must visibly display their card while on duty. It is strictly personal and may not be transferred to third parties.

Sanctions

Taxi drivers can be fined between EUR 25 and 250 if they fail to visibly display their card while on duty.

The taxi driver also runs the risk of administrative penalties (withdrawal / non-renewal of their licence, etc.).
