Taxi driver licence

In Luxembourg, taxi-driving is a regulated profession. Therefore, to be allowed to drive a taxi, you must:
- have attended an information session; and
- hold a taxi driver licence issued by the Ministry of Mobility and Public Works.
Who is concerned
Anyone driving a taxi must hold a taxi driver licence.
When you apply for a taxi driver licence, you must have an employment contract with an existing operator. If you do not, your application will be denied.
Private hire cars with drivers (voiture de location avec chauffeur - VLC)) do not currently require any special permits, and therefore, no taxi driver licence is required.
Prerequisites
To register for the information session and apply for a taxi driver licence, you must:
- have held a valid category B driving licence for at least 2 years;
- have appropriate knowledge of at least one of the country's 3 administrative languages (i.e. French, German and Luxembourgish);
- have a criminal record free from any conviction that would disqualify you from driving a taxi (any permanent criminal conviction carrying a prison term of at least 6 months for theft, fraud, sexual assault, etc.);
- have a business eSpace on MyGuichet.lu.
How to create a business eSpace on MyGuichet.lu
There are 2 possible scenarios:
- You are a new user of MyGuichet.lu. You must:
- first register on MyGuichet.lu; and
- then create a business eSpace.
- You already have a private eSpace on MyGuichet.lu. You can directly create a business eSpace without having to register again.

Deadlines
Whether you want a new taxi driver licence or you need to renew one you already hold, you must attend an information session. Afterwards, you will be emailed notification that your licence is being processed, with all the relevant information for you to come and pick it up.
You should expect to wait at most 3 weeks after receiving this confirmation.
Costs
When you apply for a taxi driver licence, you must pay a non-refundable processing fee, which corresponds to a stamp duty.
The application processing fee is:
- EUR 50 the first time a taxi driver licence is issued;
- EUR 25 to renew the licence;
- EUR 20 to make amendments or to get a duplicate.
The fee must be paid to the account detailed below:

As you need to quote the application reference number as the reference on your payment, make sure you start the process on MyGuichet.lu before making payment, so you have that number to hand.
How to proceed
Submitting the application
To obtain a taxi driver licence, issued by the Ministry of Mobility and Public Works, you need to complete an online application through your business eSpace on MyGuichet.lu (see TAXI C01 under 'Online services and forms').
The procedure involves:
- attending an information session, which is mandatory for anyone who wants to drive a taxi in Luxembourg; and
- applying for a taxi driver licence.
Electronic signature
The online procedure on MyGuichet.lu requires a signature with a certificate of authentication and electronic signature.
You can electronically sign the procedure using:
- one of the LuxTrust authentication products; and
- a Luxembourg electronic identity card (eID).
You cannot electronically sign using an eIDAS solution issued by another EU country.
Attachments
Your application must include the following documents:
- a recent identity photo in 45×35 mm format, on a white background;
- a copy of your employment contract with the future operator, signed by both parties, with each page initialled and without any handwritten modifications that have not been initialled (the contract start date may be no later than the month following your attendance at the information session);
- a copy of your passport or ID card;
- a copy of your valid category B driving licence, held for at least 2 years;
- proof of payment of the processing fee;
- if you hold a foreign driving licence, a recent certificate of authenticity, dated no later than one month prior, attesting that the licence is valid.
Issuance of the licence
As soon as your application is processed, you will receive an email stating when your licence will be available for collection, and the procedure to collect it from the National Society of Automotive Traffic (Société nationale de circulation automobile – SNCA) in Sandweiler.
Validity
The taxi driver licence:
- is valid for 10 years;
- may be renewed prior to its expiry;
- automatically loses its validity if transferred to another person, be it for free or for payment.
Copy of a licence
To apply for a copy of a taxi driver licence, you must complete the TAXI C02 procedure under 'Online services and forms' in the event of the:
- loss; or
- theft of your taxi driver licence.
Amendment
If your personal details have changed, impacting the conditions whereby your taxi driver licence was issued, you must apply to amend that licence using the TAXI C03 procedure under 'Online services and forms'.
Renewal
If you wish to renew your taxi driver licence, you must fill in Form C04 – Renouvellement carte de conducteur & formation under 'Online services and forms' and email it, along with the required supporting documents, to conducteur-taxi@mmtp.etat.lu.
You must also:
- attend an information session again; and
- renew your licence before it expires.
Obligation
While driving your taxi, you must visibly display your licence.
Your taxi driver licence:
- is yours and yours alone; and
- is non-transferable.
Penalties
If you fail to visibly display your licence while on duty, you:
- risk a fine of between EUR 25 and EUR 250; and
- may be liable for administrative penalties (rescindment of your licence, refusal to renew it, etc.).
