STATEC is organising a labour cost survey (coût de la main-d’œuvre – CMO). The purpose of the survey is to collect data on labour costs and working hours.
The 2024 labour cost survey is being organised by the National Institute for Statistics and Economic Studies (Institut national de la statistique et des études économiques – STATEC).
STATEC is a government agency that operates under the authority of the Ministry of the Economy (Ministère de l’Économie) with full scientific and professional independence. It is tasked with collecting, analysing and disseminating data on Luxembourg's economy and Luxembourg society in an impartial manner.
The labour cost survey provides valuable data on labour costs and working hours across different sectors of activity.
The survey is conducted every 4 years in all EU Member States.
Who is concerned
Businesses operating in all areas of economic activity, except agriculture.
A representative sample of businesses is selected based on their sector of activity and size.
Prerequisites
Invitation letter
To take part in the labour cost survey, you must have received an invitation letter by post beforehand.
Business eSpace
To access the survey questionnaire, you must have a MyGuichet.lu business eSpace.
How to create a business eSpace on MyGuichet.lu
There are 2 possible scenarios:
- You are a new user of MyGuichet.lu. You must:
- first register on MyGuichet.lu; and
- then create a business eSpace.
- You already have a private eSpace on MyGuichet.lu. You can directly create a business eSpace without having to register again.

Deadlines
The survey will be conducted from May to December 2025.
The deadline for the submission of responses is specified in the invitation letter.
How to proceed
Completing the questionnaire
In the invitation letter, you are invited to take part in the survey by completing the online procedure on MyGuichet.lu (see the section 'Online services and forms').
The questionnaire is available in French, German and English.
This procedure requires:
- a LuxTrust product;
- an electronic identity (eID) card; or
- an eIDAS-compliant means of identification.
You can pause completing the questionnaire at any time and resume at a later time. Answers that have already been entered will be saved.

- by telephone on (+352) 247 84 308, on weekdays (Monday to Friday), from 9.00 to 12.00.
Obligation to participate
Participation in the survey is mandatory for all businesses that have been selected. It is a legal requirement. All natural or legal persons are required to provide the statistical information requested by STATEC by the deadline specified in the request. Failure to provide this information is punishable by a fine.
Statistical confidentiality
Respondents' answers are covered by statistical confidentiality, as provided for by law.
Data protection
STATEC guarantees that businesses' individual data will be processed confidentially. Such data will only be used to produce statistics or to conduct scientific research.
