12th five-year programme for tourism infrastructure equipment (2028-2032) - call for projects

The Government plans to submit a bill whose purpose is to authorise the subsidisation of the execution of a 12th five-year programme (2028-2032) for tourism infrastructure equipment to the Chamber of Deputies during the ordinary session of 2026-2027.
In this context, a call for projects has been launched to identify large-scale tourism projects that could be carried out during this period.
Project owners are invited to submit their projects using a specific form, which can be downloaded below (see 'Online services and forms' section).
Who is concerned
The following organisations may complete and submit this form:
- communes;
- associations of communes;
- associations responsible for the development and management of natural parks;
- non-profit associations;
- economic interest groups (EIGs);
- foundations.
Eligible investments
Eligible investments are those relating to the creation, modernisation and equipment of tourism infrastructures.
Non-eligible investments
Expenses relating to plain maintenance or renovation work, or the simple replacement of tourist facilities, are not eligible.
How to proceed
Participation in the call for projects
Tourism infrastructure projects must:
- contribute as much as possible to the development of sustainable and accessible tourism; and
- fit, insofar possible, into the national or regional tourism strategies.
Please note that the form is only a call for projects in order to:
- draw up an inventory of tourism projects likely to be carried out during the financial years 2028 to 2032; and
- define the budgetary envelope for the 12th five-year programme.
Submitting the completed form does not constitute a formal application for subsidy for the projects presented.
Similarly, the form does not apply to work scheduled to start before 31 December 2027.
Start of work means:
- either the beginning of construction works in relation with the investment;
- or the first legally binding commitment to order equipment or any other commitment that makes the investment irreversible, whichever occurs first.
For any project scheduled to start during the 11th five-year programme for tourism infrastructure equipment, which will end on 31 December 2027, a complete subsidy application accompanied by all the required documents must be submitted to the General Directorate for Tourism via a MyGuichet.lu procedure. If the total cost of the project exceeds EUR 60,000 excluding VAT, this application must be submitted before the start of work.
