If a document issued by the National Society of Automotive Traffic (Société nationale de circulation automobile - SNCA) is lost, damaged, destroyed or stolen, the owner/holder of the vehicle concerned may apply for a duplicate.
The application for a duplicate SNCA-issued document must be filed by the owner of the vehicle concerned.
The holder of a vehicle—i.e., the person whose name appears on the certificate of registration, e.g. in the case of a leased vehicle—may only apply for a duplicate of Part I of the certificate of registration. Only the owner of the vehicle may apply for a duplicate of Part II of the certificate of registration (or the certificate of de-registration).
The application for a duplicate must be affixed with a tax stamp (stamp duty - "Droit de Chancellerie") in the amount of EUR 50. In the event of theft, the tax stamp is not required provided that the applicant can produce a theft report issued by the police.

The tax stamp is also available at the SNCA vehicle registration offices. There will also be a EUR 3 supplement for administrative fees.
If a certificate of registration (part I or part II) is stolen, a declaration of theft must be established with the police.

The application may be taken in to the SNCA by a third party, but that person must produce a power of attorney given by the owner/holder of the vehicle, a copy of owner's/holder's ID, and their own ID document.
