If a document issued by the National Society of Automotive Traffic (Société nationale de circulation automobile - SNCA) is lost, damaged, destroyed or stolen, the owner/holder of the vehicle concerned may apply for a duplicate.
The application for a duplicate SNCA-issued document must be filed by the owner of the vehicle concerned.
The holder of a vehicle—i.e., the person whose name appears on the certificate of registration, e.g. in the case of a leased vehicle—may only apply for a duplicate of Part I of the certificate of registration. Only the owner of the vehicle may apply for a duplicate of Part II of the certificate of registration (or the certificate of de-registration).
The application must be accompanied by a tax stamp ("Droit de Chancellerie") in the amount of EUR 50. In the event of theft, the stamp fee is not due, on condition that the applicant is able to produce a theft report issued by the police.
The stamp may be purchased from one of the relevant offices of the Registration Duties, Estates and VAT Authority (Administration de l'enregistrement, des domaines et de la TVA – AED), or the tax can be paid by bank transfer to the following postal checking account: LU09 1111 7026 5281 0000.

The tax stamp is also available at the SCNA vehicle registration offices. There will also be a EUR 3 supplement for administrative fees.
If a certificate of registration (part I or part II) is stolen, a declaration of theft must be established with the police.

The application may be taken in to the SNCA by a third party, but that person must produce a power of attorney given by the owner/holder of the vehicle, a copy of owner's/holder's ID, and their own ID document.
