Applying for permission to put up a sign or display an advertisement

To put up a sign or display an advertisement on the façade of a building, the interested party must comply with certain obligations concerning the dimensions and location of signs.

If the proposal does not meet the criteria for automatically authorised signs or advertisement displays, or if it is located within a protected zone, the interested party must apply for permission from the Ministry of Culture (ministère de la Culture) through their local commune.

Who is concerned

Any person is free to put up a sign or display an advertisement on the main façade of their building, provided that they comply with the authorised dimensions and locations.

If the planned dimensions or location are not authorised, the interested party must apply for prior authorisation.

Prerequisites

If the sign or advertising display is to be located 10 metres or less from a public road, the interested party must apply for a roadside permit (permission de voirie).

Th display of signs or advertisements related to tobacco, its products or ingredients associated with tobacco is prohibited, with the exception of panels or signs affixed to buildings where tobacco products are manufactured or stored. Thus, a tobacco shop is allowed to identify itself as such with a sign bearing the wording "XY tobacco shop", but it may not use the name of a tobacco product.

How to proceed

Automatically authorised signs/advertisement displays

With the exception of certain protected sectors in the City of Luxembourg and certain other districts, signs and advertisement displays, whether illuminated or not, are automatically allowed, without the need for any specific formalities, under the following conditions:

  • business signs can be displayed on each main façade of the business premises (i.e., each façade that has windows and gives onto the street);
  • all other advertisements ("ads") can only be displayed on one main façade, with only one advertisement for the same object;
  • signs or ads placed flat against the façade must not:
    • exceed 1.5 m2 in area, including the frame;
    • extend beyond the edges of the façade;
  • if the advertisement is made of individual cut-out letters placed flat against the façade, they may cover a maximum area of 2.5 m2 (based on an imaginary frame holding all of the letters), provided that:
    • each letter does not exceed 30 cm in height;
    • they are lit indirectly;
  • protruding signs or banners perpendicular to the facade must not:
    • protrude by more than 1.2 metres from the façade;
    • extend beyond the upper edge of the façade;
    • present a face of more than 0.5 m2 in area.
Placing a sign on the territory of the city of Luxembourg is subject to a building permit which must be applied for to the city.

All advertisements displayed on the same main façade, whether flat or protruding, must not exceed a total area of 1.5 m2 (2.5 m2 for signs with cut-out letters).

If the advertisement has an artistic or historic frame, the area of the frame is not included in the limit of 1.5 m2 (or 2.5 m2 for cut-out letters).

Signs/advertisement displays requiring authorisation

An authorisation is required for signs and advertisement displays which:

  • do not meet the location and dimension criteria for automatic permission;
  • are attached to a mobile support that can be considered as attached (removable panel or panel on wheels permanently in place, trailer parked for several days alongside the road, etc.);
  • are displayed on a fixed support (totem, flag, panel attached to a post, etc.);
  • are located in certain protected sectors of the City of Luxembourg (pursuant to the general development plan) or certain villages/towns (Beaufort, Berdorf, Bourglinster, Brandenbourg, Christnach, Clervaux, Echternach, Ehnen, Esch-sur-Sûre, Hollenfels, Holler, Larochette, Lellingen, Mersch, Remich, Schoenfels, Septfontaines, Useldange, Vianden, Weicherdange and Wellenstein).

How to apply

When the planned installation requires an authorisation, the interested party must file an application for permission with the administration of the commune where the business is established before installing the sign or advertisement.

The application must include the following documents:

  • a substantiated request (on plain paper, on a form provided by the commune, if one exists, or using the template for applications for a permit to put up a business sign/display an advertisement provided by the Department of national sites and monuments (Service des sites et monuments nationaux);
  • a listing of all the business signs and advertisements already displayed on the building or on the ground;
  • an extract from the land register (cadastral extract) indicating the plot;
  • a recent photo of the entire façade, or the planned location, showing the planned location for the advertisement (for buildings under construction, a drawing representing the building and showing the planned location of the advertisement should be attached);
  • a scale drawing of the advertisement, showing precise dimensions, text, design and execution (materials, colours, luminosity);
  • if possible, a simulation showing the impact of the advertisement on the building and the neighbourhood.

The commune will forward the dossier, together with its opinion, to the Ministry of Culture for a decision. 

The applicant may put up their advertisements and/or signs as soon as they receive a positive response from the Ministry of Culture.

If the response is negative or if there is no response, the sign or advertisement is not authorised.
