The Housing characteristics survey (ECM) is organised by the National Institute of Statistics and Economic Studies (STATEC).
STATEC is a government agency that operates under the authority of the Ministry of the Economy (Ministère de l’Économie) with full scientific and professional independence. Its mission is to collect, analyse and disseminate data on Luxembourg's economy and society in a neutral manner.
The aim of the survey is to obtain information on the characteristics of houses and buildings recently acquired by individuals, businesses and communes. This information allows to:
- determine how these characteristics affect the purchase price as stated in the notarial deed;
- produce a housing price index of constant quality.
Who is concerned
Four times a year, a questionnaire is sent to individuals, businesses and communes who have recently purchased a house or building. Those selected are required to participate in the survey.
Prerequisites
Invitation letter
To take part in the ECM survey, you must have received a letter of invitation by post.
Private eSpace on MyGuichet.lu
If you wish to complete the questionnaire online via MyGuichet.lu, it is recommended to use the authenticated mode. In order to do so, individuals must create a private eSpace, while businesses and communes must create a business eSpace.
It is preferable to use the authenticated mode because it allows you to:
- save the questionnaire in your eSpace on MyGuichet.lu and to resume its completion later;
- complete the questionnaire at your convenience, with no time constraints.
Deadlines
You must complete the questionnaire within the time limit specified in the invitation letter.
How to proceed
Responding to the questionnaire
The invitation letter contains:
- an access code that gives access to the online questionnaire via MyGuichet.lu; and
- a paper version of the questionnaire, along with a return envelope if you prefer to respond by post.
You only need to complete one of the questionnaires (either via MyGuichet.lu or the paper version).
The questionnaire on MyGuichet.lu is available in:
- Luxembourgish;
- French;
- German;
- English.
If you launch the survey in authenticated mode using the link under 'Online services and forms', the questionnaire will open by default in the last language (French, German or English) in which you used your eSpace on MyGuichet.lu.
If you wish to access the questionnaire in Luxembourgish (a language not offered by default on MyGuichet.lu), whether in authenticated or non-authenticated mode, please select the procedure 'STATEC: Ëmfro iwwert d’Charakteristiken vun den Haiser' under 'Other languages'.
For those who choose to respond to the questionnaire online, 2 options are available:
- the authenticated mode of MyGuichet.lu using:
- a LuxTrust product;
- a Luxembourg electronic identity card (eID);
- an eIDAS-compliant means of identification from another European country;
- the non-authenticated mode of MyGuichet.lu.
Please note: if you choose the non-authenticated mode, you must complete the questionnaire in one go within 2 hours, because the questionnaire will automatically close itself after 2 hours and any answers already entered will not be saved.

Obligation to participate
Participation in the survey is mandatory for the selected individuals, businesses, and communes who have received an invitation letter by post.
All natural and legal persons are required to provide the statistical information requested by STATEC within the time limits specified in the request. Failure to respond or willingly providing false information may lead to a fine. The purpose of this legal requirement is to enhance the quality of the statistics produced, by ensuring that STATEC can collect reliable and sufficiently representative data on the resident population.
Statistical confidentiality
The answers provided are covered by statistical confidentiality as guaranteed by Article 16 of the law of 10 July 2011.
Data protection
STATEC guarantees the confidential processing of the personal data belonging to individuals, companies and communes. This information is used exclusively for the compilation of statistics or the conduct of scientific studies.
