External reporting of possible abuse and fraud at the Children's Future Fund

Last update

The Children's Future Fund (Caisse pour l’avenir des enfants – hereinafter the 'CAE') has an Anti-Fraud Department (service Lutte anti-fraudes) tasked with actively preventing, detecting, combating and sanctioning cases of fraud or attempted fraud against the CAE.

Anyone who is aware of acts that may be considered abuse or fraud may file a report with the CAE.

Such reports can be submitted via MyGuichet.lu.

If, in your professional relationship the CAE, you have obtained information about breaches of conduct in a work setting, you can file an internal report with the CAE as a whistleblower.

Who is concerned

Anyone who is aware of deeds committed by another person that may be considered abuse or fraud in connection with CAE benefit payments.

This typically involves informing the CAE that a person is or appears to be unduly receiving family benefits or a parental leave allowance.

How to proceed

Filing a report with the CAE

If you wish to report a possible case of abuse or fraud to the CAE, you can file your report in Luxembourgish, English, French or German on the secure platform MyGuichet.lu, using the procedure for reporting possible fraud by beneficiaries, applicants or recipients of the parental leave allowance ('Signalements de potentielles fraudes d’attributaires, allocataires, demandeurs ou bénéficiaires d’une indemnité de congé parental'), which does not require authentication.

When filing your report, you can provide your surname(s), first name(s), 13-digit national identification number (Matricule), your date of birth and your address.

You can also file a report anonymously.

In any case, you will always need to provide an email address.

An email address is required for authentication on MyGuichet.lu, and in case you wish to submit further details. You email address will not be visible to the CAE staff involved in processing your report.

In your report, you will need to provide:

  • information you have about the person being reported: their surname, first name, national identification number (Matricule - if you know it) and address;
  • any other information and suspicions that you wish to bring to the CAE’s attention.

You may include attachments to support your suspicions.

Processing of reports

Your report is the starting point of a process.

The CAE will look into the matter and, if need be, conduct an investigation of the person who was reported.

A file will be opened. If warranted, administrative decisions will be taken, and criminal proceedings brought.
