Transferring a weapon into Luxembourg
The permanent transfer of firearms by a professional from an EU Member State into Luxembourg or the import of a weapon from a third country is subject to a prior authorisation issued by the Arms and Security Service under the Ministry of Justice.
Who is concerned
Professionals are required to obtain prior authorisation before they can:
- import weapons to Luxembourg from a third country; or
- transfer weapons to Luxembourg from another EU Member State.
The application is for civilian firearms and the corresponding ammunition. Civilian firearms are firearms that are not acquired or held by the armed forces, the police or the public services. They therefore differ from military weapons and ammunition.
Specific procedures apply when a firearm is transferred or imported by a private individual.
How to proceed
Filing an application
The applicant must prefill the document of prior approval for the transfer of firearms and send it by email to the Arms and Security Service (Service armes et gardiennage) at the Ministry of Justice which validates the document.
Based on this prior authorisation, the transfer/export licence for weapons can be requested from the country of origin of the weapon.
The prior approval is always issued by the destination EU Member State, whereas the transfer licence is always issued by the Member State of origin.
