Application for re-use of data

It is possible to request the re-use of certain data held by Luxembourg public sector bodies for the purposes of a specific project.
This project must serve one of the following purposes:
- statistical analysis;
- education, training or teaching activities;
- scientific research;
- historical research;
- the evaluation of Luxembourgish or European public policies.
Your application must be submitted online. If it is approved, the data will be made available to you in a secure processing environment, in anonymised, pseudonymised and/or aggregated form.
Who is concerned
Any natural or legal person, whether governed by private or public law (including ministries, government departments and local authorities), may submit a request to re-use data held by Luxembourg public sector bodies.
Prerequisites
Before submitting an application for re-use of data, you must ensure you have a MyGuichet.lu business eSpace certified by the Government Commission for Data Sovereignty (CGSD). Once this certification has been obtained, the data re-use application process becomes accessible via your MyGuichet.lu business eSpace. You can then complete and submit the application.

How to proceed
Setting up a business eSpace
Create your business eSpace and have it certified by the Government Commission for Data Sovereignty (CGSD) by following the steps described here. For help with creating your certified business eSpace, please consult the User Guide – Creating a certified business eSpace, available on the Luxembourg Data Factory website www.letzdata.lu.
Filing an application
Applications for data re-use are submitted online via MyGuichet.lu.

Supporting documents
Your application must include the following documents:
- the data re-use application form in PDF format, duly completed and signed by the applicant(s) and the public sector data holder(s);
- the plan of appropriate measures;
- the data description;
- the list of users.
The following documents are required only in certain cases:
- the data protection impact assessment;
- the information notice for data subjects;
- the agreement between the joint data controllers;
- the analysis of legitimate interests.
