eTracking is a feature which enables users to monitor the administrative processing of a form sent by post to a public administration. This is made possible by an eTracking number which will be automatically generated and associated with the administrative procedure.
This new feature which aims to improve the transparency of the processing of procedures is currently being implemented. It will be extended to an increasing number of administrative procedures over time.
eTracking is optional. The eTracking procedure can be selected at the time of downloading the form.

Procedures on the Citizens Portal
Housing
- Applying for government aid to finance a rental deposit
Persons who wish to rent accommodation but who do not have the necessary means to finance the rental deposit (a guarantee of solvency or surety required by the lessor), can apply for financial aid to finance the deposit required.
- Applying for a rent subsidy
This subsidy, which is granted by the Ministry of Housing, aims to help low-income households rent decent accommodation.
- Applying for State financial aid to purchase or construct a dwelling (purchase or construction subsidy)
This capital assistance to purchase or construct housing is determined according to the applicant's income and family situation. It can only be granted to people who have taken out a mortgage.
- Applying for financial aid from the State for the renovation of old housing
The renovation subsidy is an aid that can be obtained in order to improve the habitability, hygiene and safety of existing housing.
- Applying for the subsidy supplement for architect or consulting engineer fees
In the case of a new housing construction or the renovation of an old building, interested parties can apply for a subsidy to partially cover architect and/or consulting engineer fees and expenses.
- Applying for financial aid for special home adaptations for the physically disabled
People with physical disabilities may obtain a financial aid for the purpose of adapting their lodgings (installation of special equipment, transformations to improve the person's mobility, etc.).
- Applying for a savings subsidy to finance a home
This is a capital grant from the State, which can be applied for by any person who has taken out a mortgage loan to build or purchase a home.
- Applying for an interest subsidy
Any person who has obtained a mortgage loan to build, acquire or improve their housing can obtain interest assistance from the government in order to reduce the monthly expense of repaying the loan.
- Applying for interest relief
Any person who has obtained a mortgage loan to build, acquire or improve their housing can obtain interest assistance from the government in order to reduce the monthly expense of repaying the loan.
VAT
- Applying for VAT rebate or direct application of the super-reduced tax rate
Construction and renovation work on housing used as a main residence is eligible for a reduced VAT rate of 3 %, either by direct application of the super-reduced tax rate or by reimbursement of the difference between the standard VAT rate and the reduced tax rate.
Immigration
- Staying in Luxembourg for less than 90 days as a third-country national
Currently, only the form "formal obligation of financial support" is available with eTracking. By this commitment, a person commits to financially cover for all the costs regarding the stay, medical expenses and return costs to the country of origin of a third-country national who wishes to come to Luxembourg.
- Luxembourg entry visa for third-country nationals
Currently, only the form "formal obligation of financial support" is available with eTracking. By this commitment, a person commits to financially cover for all the costs regarding the stay, medical expenses and return costs to the country of origin of a third-country national who wishes to come to Luxembourg.
Pensions
- Pensions Commission
The Pensions Commission is called upon namely in situations where the state of health of the civil servant impacts the granting, the modification or the withdrawal of a pension as well as in cases of an internal or external redeployment of the State worker.

- Registering a higher education diploma obtained abroad in the register of certificates
The registration in the register of certificates is the normal procedure for academic recognition of a final higher education diploma.

How to proceed
All forms and applications available with eTracking are shown with a specific icon.
- When the user has clicked on the form concerned, they are invited to complete a CAPTCHA. This 1st step is necessary to determine that a human is attempting to access the application and not a computer.
- The user then chooses whether they want to be informed about the advancement of the procedure by email and/or by SMS. Depending on the choice, the user must enter their valid email address or their mobile phone number.
- The system will then generate an eTracking number.
- The user must print out the eTracking sheet with the eTracking number and is then requested to download the form which is to be sent to the administration.
- The completed form and eTracking sheet have to be sent by post, in the same envelope, to the administration concerned.
