The Communal Affairs Directorate (Direction des affaires communales) is in charge of general relations between the Government and communes, and handles any issues relating to communal affairs. Furthermore, it is in charge of issuing disability cards which entitle their holders to a reduced fare on public transport.

The priority card is issued to persons with walking disabilities which, while less than 50 %, nevertheless cause them serious difficulty in moving or standing up. Holders of the priority card benefit from a right to priority of passage and service, and the right to a seat in all circumstances.
