Exceptional transport
For certain types of transport operations, road haulage operators must apply for an exceptional transport permit. Similarly, where vehicles that are not intended for the transport of goods are concerned, road haulage operators must apply for a special permit to:
- put such vehicles on the road; or
- operate such vehicles on the road.
Applications for these special permits must be filed with the Ministry of Mobility and Public Works (Ministère de la Mobilité et des Travaux publics – MMTP).
Who is concerned
Exceptional transport permit
Road haulage operators are required to obtain an exceptional transport permit if they plan to transport loads that:
- exceed the regulatory dimensions and masses applicable to road vehicles intended for the transport of goods; and
- are indivisible, that is, that cannot be divided into several loads without the haulage operator incurring additional costs or the risk of damage.
They are also required to obtain an exceptional transport permit to operate on public roads any vehicle that qualifies as an 'exceptional vehicle', that is to say, a road vehicle, whether loaded or unloaded, that is intended for the transport of goods and which, on account of its design, exceeds the regulatory dimensions and masses.
Permit to operate on the road
Road haulage operators are also required to obtain a permit to operate on the road if they plan to register any vehicle that is not intended for the transport of goods, that is, any mobile or self-propelled machine that, on account of its design or the equipment it is fitted with, exceeds the regulatory dimensions and/or masses.
Costs
Exceptional transport permits and permits to operate on the road are issued free of charge.
How to proceed
Submitting the application
To obtain an exceptional transport permit or a permit to operate on the road, applicants must fill in and sign the relevant form (see 'Forms / Online services ') and email it to autorisations@tr.etat.lu.
Details to be provided when applying for an exceptional transport permit
When filling in the application form, applicants will be required to provide the following details:
- the permit holder's surname and first name, or company name;
- the permit holder's address;
- the address of the recipient of the permit;
- the characteristics of the road vehicle(s);
- details on the load (for vehicles intended for the transport of goods);
- the dimensions and mass of the vehicle, including when loaded;
- the itinerary (except category 1);
- the scheduled date of transport;
- the applicant's signature.
Details to be provided when applying for the permit to operate on the road
When filling in the application form, applicants will be required to provide the following details:
- the permit holder's surname and first name, or company name;
- the permit holder's address;
- the address of the recipient of the permit;
- the characteristics of the road vehicle(s);
- the dimensions and mass of the vehicle;
- the itinerary (except category 1);
- the expected date of transport;
- the applicant's signature.
Supporting documents
Exceptional transport
The following documents must be enclosed with the exceptional transport application form in PDF format:
- a power of attorney issued by the permit holder, if the holder and the applicant are different;
- the registration certificate(s) of the road vehicle(s);
- the certificate(s) of conformity of the road vehicle(s);
- proof of the indivisibility of the load to be transported (purchase order, technical data sheet, etc.);
- the list(s) of vehicle registration numbers, if the transport operation is to be carried out using several road vehicles and the dimensions and masses are the same as those specified in the application (see under 'Download' in the section 'For more Information' below);
- for a transport operation, or to put on the road a vehicle covered by a category 3 permit, a technical drawing showing how the laden mass is distributed on the vehicle's axles.
Comments:
- for an exceptional transport operation that exceeds a total mass of 44 metric tons or which is listed as a category 3, the number of lorries or semi-trailer tractors on the list is limited to 10;
- the same applies for an exceptional transport operation to be carried out using 5-axle lorries having a maximum authorised mass of 50 metric tons, if the transport operation exceeds a total mass of 50 metric tons.
Permit to operate on the road
The following documents must be enclosed, in PDF format, when applying for a permit to operate on the road:
- a power of attorney issued by the permit holder, if the holder and the applicant are different;
- the registration certificate(s) of the road vehicle(s);
- the certificate(s) of conformity of the road vehicle(s), or any other technical document;
- the list(s) of vehicle registration numbers, if several road vehicles or self-propelled machines are to be used and the dimensions and masses are the same as those specified in the application (see under 'Download' in the section 'For more Information' below).
Processing the application
Once the application has been submitted, the special permits department (service des autorisations spéciales) of the Ministry of Mobility and Public Works will check the application and the enclosed documents and then issue the requested special permit, provided that:
- all the information provided by the applicant is correct; and
- all the required conditions have been satisfied.
The permit will be forwarded as a pdf file to the email address used to submit the application.
Upon request, the permit may be sent to the recipient by post.
Good to know
The special permits department reserves the right to request that the applicant provide further information in order to ascertain the admissibility of the application and the appropriateness of issuing a special permit.
