Applying for a certificate of qualification, specific authorisation or a certificate for specific operations, or an administrative licence

In the European Union (EU), in relation to inland navigation, deck crew members must hold an EU certificate of qualification as a deck crew member having at least the minimum requisite levels in terms of:
- skill;
- age;
- medical fitness;
- navigation time to qualify for specific operations.
Thus, the EU sets standardised material and organisational conditions for the issuance of this type of certificate.
For deck crew members other than boatmasters, the EU certificate of qualification and service record book are presented in a single document.
Who is concerned
Any crew member on an inland waterway vessel travelling within the EU, may apply for:
- a certificate of qualification; or
- a specific authorisation (for boatmasters); or
- a certificate for specific operations; or
- an administrative licence.
Costs
The application processing fee is:
- EUR 200 for the issuance of a certificate of qualification as a boatmaster;
- EUR 100 for the issuance of a certificate of qualification as a deck crew member;
- EUR 100 for the issuance of a specific authorisation;
- EUR 100 for the issuance of a certificate for specific operations: (EUR 50 if issued at the same time as the certificate of qualification);
- EUR 100 for the first-time issuance of an administrative licence (EUR 50 if renewing the administrative licence).
How to proceed
Filing an application
The applicant must submit form F150 (see the section ‘Forms / Online services’) to the Directorate of Inland Navigation and Logistics (Direction de la navigation fluviale et de la logistique).
Supporting documents
The application must be accompanied by the following documents:
- a copy of a valid identity card; and
- proof of the number of navigation days accumulated – if applicable; and
- a medical certificate, issued by an accredited physician (the date of issue of the certificate may not be more than 3 months prior to the application); and
- the police report, if the certificate or authorisation has been lost or stolen; and
- proof of payment of the fee.
If the application is for a new certificate, the applicant must submit a certificate of successful completion:
- issued by an approved training centre or school (certificate or diploma); or
- of an administrative examination.
Where applicable, the applicant must also submit:
- their certificate of qualification to be renewed, reissued or amended;
- for deck crew members (deckhand): a certificate of successful completion of a 22-hour course in basic safety;
- evidence of a proposal by the head of administration for an administrative licence;
- proof of a certificate of qualification as provided for in Article 3 of the Grand Ducal regulation of 7 December 2022 on the administrative licence (règlement grand-ducal du 7 décembre 2022 sur la patente de l'administration);
- a certificate of successful completion of a theoretical and practical examination;
- a certificate of successful completion of a language-skills examination.
