Explanatory notes

Note 1: For sale, supply, transfer and export: An exemption from the prohibition applies for agreements concluded before 1 August 2014 (Amended Grand Ducal Regulation of 14 December 2018, Annex 1, point 12° under (2)). For import and purchase: An authorisation may be granted under certain conditions (Amended Grand Ducal Regulation of 14 December 2018, Annex 1, point 12° under (2)).

Note 2: For import and purchase: An exemption from the prohibition applies for agreements concluded before 1 August 2014 (Amended Grand Ducal Regulation of 14 December, Annex 1, point 12° under (4)). an authorisation may be granted under certain conditions (Amended Grand Ducal Regulation of 14 December 2018, Annex 1, point 12° under (4)).

Note 3: An exemption from the prohibition applies for agreements concluded before 1 August 2014 (Regulation 833/2014, Article 4.2.). For import and purchase: An authorisation may be granted under certain conditions (Regulation 833/2014, Article 4.2bis)

Note 4: The prohibition is valid for operations directed to persons and entities listed in Annex IV of Regulation 833/2014. An exemption from the prohibition applies to agreements concluded before 1 August 2014 (Regulation 833/2014, Article 2a.3.) respectively for certain uses (Regulation 833/2014, Article 2bis.4.).

Note 5: An exemption from the authorisation requirement applies to justified emergency cases (Regulation 833/2014, Article 4.3.).
