Subsidies for gîtes / youth hostels / holiday villages

The aim of the capital grants and interest subsidies for gîtes / youth hostels / holiday villages and cultural heritage sites is to encourage investment in:

  • the partial or full renovation, refurbishment or expansion of existing gîtes;
  • the construction, refurbishment or expansion of youth hostels / holiday villages;
  • the preservation or promotion of cultural heritage sites as tourist attractions;
  • the refurbishment and fitting out of visitor centres and tourist information offices;
  • research and implementation of ambitious tourism-related projects;
  • the participation in tourism exhibitions or trade fairs in respect of the additional costs of renting, setting up and managing a stand.

The General Directorate for Tourism may grant subsidies amounting to up to 50% of eligible investments.

Who is concerned

The following can benefit from the aid scheme:

  • private investors, communes, associations of communes, tourist information offices, the Centrale des Auberges de Jeunesse (Youth Hostel Association) and non-profit organisations promoting tourism in order to:
    • refurbish, expand or partially or fully renovate a tourism establishment (gîte, youth hostel or holiday village) located in a rural area;
    • preserve or promote a cultural heritage site;
    • equip or fit out visitor centres or tourist information offices;
    • conduct feasibility studies for ambitious tourism-related projects in rural areas and implement them;
  • owners or managers of subsidised establishments (gîtes, youth hostels or holiday villages) that subsequently take part in tourism trade fairs or exhibitions.

Fitting out, refurbishing and expanding different types of accommodation must be carried out in accordance with current standards. Investments relating to maintenance or simple renovation works as well as to the replacement of furniture which are not within the scope of a modernisation project are not eligible.

Deadlines

Applications for subsidies concerning projects exceeding EUR 43,250 excluding VAT must be submitted before the actual investments are made.

How to proceed

Filing an application

The applicant must submit the duly completed subsidy application to the General Directorate for Tourism.

Applications must be accompanied by:

  • a concrete quotation;
  • an investment financing plan;
  • and a business plan in the event of a project for the construction of a new establishment.

Amount of aid

Private investors

Private investors may be eligible for aid:

  • of up to 20% of the total cost of investments for:
    • the expansion of an existing gîte;
    • the construction, refurbishment or expansion of a youth hostel / holiday village;
    • the promotion of a cultural heritage site as a tourist attraction;
  • of up to 50% of the total cost of investments for a tourism-related project or feasibility study.

Public investors

Communes, associations of communes, tourist information offices, affiliated tourist information offices, the Centrale des Auberges de Jeunesse (Youth Hostel Association) and non-profit organisations promoting tourism may be eligible for aid of up to 50% of the total cost of investments for:

  • the fitting out, refurbishment or expansion of an existing gîte;
  • the construction, refurbishment or expansion of a youth hostel / holiday village;
  • the promotion of a cultural heritage site as a tourist attraction;
  • the refurbishment or fitting out of visitor centres and tourist information offices;
  • a tourism-related project or feasibility study.

Owners or managers of tourist establishments

Owners or managers of subsidised tourist establishments (gîtes, youth hostels or holiday villages) that take part in tourism trade fairs or exhibitions may be eligible for aid of up to 20% of the total cost of renting, setting up and managing a stand, provided that:

    • they already received aid in the three years preceding the trade fairs or exhibitions in question;
    • they are participating in the trade fairs and exhibitions in order to promote the subsidised establishment;
    • and the trade fairs or exhibitions in question do not coincide with trade fairs and exhibitions organised by local tourism bodies.
By way of exception and based on a justified proposal by the Minister of the Economy, the government may grant additional aid on top of the usual subsidies, where:
  • the investments in question are mandatory and the communes, associations of communes, tourist information offices, affiliated tourist information offices, the Centrale des Auberges de Jeunesse (Youth Hostel Association) and non-profit organisations do not have sufficient financial resources;
  • the projects in question are of national interest.

Payment

The financial aid is paid out in the form of:

  • a capital grant, i.e. a single payment when the project is completed;
  • or interest relief.

The aid is paid upon presentation of the final financial statements accompanied by the receipted invoices.

Repayment

Beneficiaries of the aid lose all or part of the aid in the event the subsidised movable and immovable fixed assets are no longer used for the purpose they were intended for at the time the financial aid was granted.

The beneficiaries must reimburse:

  • the full amount of aid granted if the change in business purpose occurs within five years of the aid being granted;
  • half of the aid, minus 10% for every additional year, after the assets have been used for five years.
