Organising a sporting event on public roads
During sporting events taking place on public roads, in the interests of safety it may be necessary to close off certain streets, divert traffic and either prohibit or authorise parking for vehicles in specific areas.
In addition, a special permit is required for any event taking place on public roads, and particularly any sports competition, such as:
- running races;
- bicycle races;
- duathlon/triathlon races;
- motor racing;
- school-cup road safety awareness events.
The permit must be obtained from the Minister for Mobility and Public Works before the event takes place.
Who is concerned
Any association or any organiser of a sporting event taking place on public roads.
Preliminary steps
Running and bicycle races, duathlon/triathlon races
Applicants must hold a preliminary consultation meeting with:
- the communal administration(s) of the locality where the race is taking place; and
- the relevant departments of the National Roads Administration (Administration des Ponts et Chaussées).
In holding this meeting, the applicant commits to ensuring that there will be no obstacles preventing the planned event from running smoothly.
The applicant must also hold preliminary consultation meetings with the Grand Ducal Police, which will issue a preliminary approval to the applicant, with details about:
- the route, specifying the localities traversed, the streets used, road occupancy times, and the police escort; and
- manned stations along the route and safety measures implemented to ensure security and maintain road safety.
If the route includes forest trails, the applicant must attach to their permit application the approval obtained from the Ministry of the Environment (Ministère de l’Environnement) to use these forest trails.
Deadlines
The permit application must be filed at least 4 weeks before the event.

1. Send the form to the relevant sports federation to be signed
The applicant must first submit the permit application, using the appropriate form (see the section 'Forms / Online services'), to:
- for running races: the Luxembourg Athletics Federation (Fédération Luxembourgeoise d'Athlétisme);
- for bicycle races: the Luxembourg Cycling Federation (Fédération du Sport Cycliste Luxembourgeois);
- for duathlon/triathlon races: the Luxembourg Triathlon Federation (Fédération Luxembourgeoise de Triathlon).
The application must include the following information:
- the name and date of the event;
- the race distance;
- the race route;
- the number of participants;
- the starting and ending locations and times.
The applicant must then sign the form:
- electronically using a LuxTrust product; or
- by hand.
The relevant sports federation must then complete and sign the form and return it to the applicant.
2. Send the form to the ministry for authorisation
After both the applicant and the relevant sports federation have completed and signed the permit application, the applicant must send it:

Note: permit applications for motor racing events must be sent directly to the ministry.
At the bottom of the form, there is a section reserved for use by the ministry where the minister will sign and grant final authorisation for the event.
School-cup road safety awareness events
School cup road safety awareness events are organised by the NPO Sécurité Routière Luxembourg in collaboration with the communes, teaching staff, Grand Ducal Police, and volunteer organising committees under the aegis of the Ministry of Education, Children and Youth (Ministère de l’Éducation nationale, de l'Enfance et de la Jeunesse) and the Ministry of Mobility and Public Works (Ministère de la Mobilité et des Travaux publics).
A 'school cup' consists of 3 steps:
- theory test: 4th-year students and special classes of the same year sit a theory test on the Highway Code.
- practical test: during the practical test, students check the technical condition of the bicycle and then complete a ride in real-world traffic conditions.
- national finals: the finalists from the 2 parts (theory test and ride in real-world traffic conditions) compete in the national finals in July.
As is the case for all competitions on public roads, permit applications to organise a school cup must be filed with the Ministry of Mobility and Public Works.
The information that must be included on a permit application for a school cup is the same as that listed above for a road race.

The following documents must be attached to the application:
- the Grand Ducal Police's preliminary approval/authorisation;
- the National Roads Administration's preliminary approval/authorisation;
- if forest trails are to be used: preliminary approval/authorisation by the Ministry of the Environment, Climate and Sustainable Development (Ministère de l'Environnement, du Climat et du Développement durable);
- a copy of the third-party insurance policy.
Note: all organisers of a sports competition on public roads must have third-party insurance covering the event. Thus, should there be an accident or other incident during the event, a claim can be filed with the insurer to cover any expenses and/or damages.
