Registering as a jobseeker
SITUATION: CORONAVIRUS / COVID-19
ADEM has simplified their procedure for registration and application for unemployment benefits with ADEM. Workers who lose their job due to the consequences of the COVID-19 pandemic are requested to complete the online form made available on ADEM's website: https://adem.public.lu/en/support/inscription.html.
In the context of the Covid-19 crisis, different measures have been implemented in favour of job seekers and businesses having concluded job reintegration or initiation contracts.
Registering with the National Employment Agency (Agence pour le développement de l’emploi – ADEM) as a jobseeker gives a person access to:
- help and guidance in their search for a job; and
- a range of services geared specifically towards jobseekers.
Registration with ADEM is a precondition for obtaining a range of monetary benefits paid by ADEM or other organisations.
Who is concerned
The following categories of persons may register as a jobseeker:
- unemployed persons seeking a job;
- people who are already employed but who are looking for a new job;
- unemployed persons receiving unemployment benefits in their country of residence;
- self-employed workers;
- young people who have recently completed their studies or training.
However, to be eligible to register with ADEM, they must fulfil the conditions for working in Luxembourg and be available to work.
Prerequisites
Circumstances prompting a person to search for a job
A person can enrol as a jobseeker following:
- dismissal;
- termination of a working relationship for various reasons (end of a fixed-term employment contract, resignation, termination of an employment contract, etc.);
- cessation of business or bankruptcy, in the case a self-employed worker;
- completion of studies, in the case of young people.
How to proceed
Setting up an appointment to register as a jobseeker
Registering as a jobseeker is not simply a matter of going in to one of ADEM’s regional offices. Anyone who wishes to register as a jobseeker must first arrange an appointment with ADEM. They can do so by:
- calling the ADEM Contact Centre; or
- filling in an online form.
Candidates are then informed by e-mail or by post of the date, time and place of their registration appointment, and what documents they need to bring.
Job seekers will receive a text message as a reminder of their appointment on the day before the appointment.
They must immediately inform ADEM's contact centre in the event of a last minute cancellation of their appointment and provide a valid reason. (+ 352) 247-88 888.
Registration appointment procedure
The person who wishes to register as a jobseeker is invited to attend the registration appointment at the ADEM office specified in the appointment e-mail or letter (Diekirch, Esch-sur-Alzette or Luxembourg City). They must attend the appointment in person, taking any required documents with them.
The purpose of the interview is to establish the jobseeker's profile. This allows ADEM to tailor its services to the jobseeker’s specific needs.
To register with ADEM, applicants must speak at least one of the country’s 3 administrative languages, i.e. Luxembourgish, French or German. If they don't, they must be accompanied to their interviews by a person who speaks at least one of these languages.
At the end of the registration process, the jobseeker is handed an invitation to an initial meeting with their future guidance counsellor, who will be their point of contact throughout their search for a job. At the same time, the jobseeker is also given the “Jobseeker’s handbook” (Guide du demandeur d'emploi), containing all useful and necessary information.
Jobseekers’ rights and responsibilities
Every jobseeker is required to sign a cooperation agreement with ADEM. The agreement formalises the commitments made by the jobseeker and those made by ADEM.
Based on the jobseeker’s profile, ADEM may also propose a complementary action plan.
ADEM undertakes to:
- provide jobseekers with guidance and support while they look for a new job;
- provide jobseekers with advice on establishing a viable job-search plan;
- inform jobseekers about employment measures and training opportunities suited to their profiles, and organised to facilitate their integration or reintegration into the job market.
Once registered with ADEM, jobseekers gain access to all of ADEM’s services, namely:
- personal supervision and guidance from a counsellor, to assist in the search for a job;
- access to the JobBoard, where they can find details of vacant positions and file applications;
- participation in job integration and training programmes (which fit their profile);
- access to computers and assistance with producing a CV, through Club Emploi (Job Club);
- access to financial aid and unemployment benefit (depending on their profile).
In exchange, the jobseeker undertakes to:
- actively look for a job on their own (respond to job advertisements, send unsolicited applications, look for jobs on JobBoard, upload their CVs to JobBoard, etc.);
- provide their guidance counsellor with an up-to-date Curriculum Vitae (CV);
- take the steps recommended by their guidance counsellor and, where applicable, comply with the action plan they have put in place;
- respond quickly and conscientiously to instructions from ADEM;
- attend sessions with their guidance counsellor, in person, at regular intervals set by ADEM, as well as any other appointments arranged by ADEM, at the arranged date, time and place;
- report any change relating to their personal or professional situation (e.g. return to full-time, part-time or temporary work; change of address or marital status, etc.);
- be available for work in a general sense.
Failure to comply with these commitments may lead to legal sanctions, including loss of benefits paid by ADEM or by other organisations.
