Registration in the higher education section of the register of certificates is the normal procedure for academic recognition of foreign higher education diplomas.
Academic recognition applies solely to the formal qualification or academic degree. It does not include recognition of the content of the studies and therefore does not confer entitlement to exercise a profession. National diplomas: diplomas awarded by the University of Luxembourg, the Luxembourg advanced technician's training certificate (brevet de technicien supérieur luxembourgeois – BTS), and diplomas awarded by private specialised higher education institutions accredited in Luxembourg for accredited training courses are automatically recognised. Their holders are exempt from applying for registration in the register of certificates.
Benelux diplomas: in accordance with Benelux decisions on the automatic recognition of qualifications, some higher education diplomas awarded in Belgium and the Netherlands are also automatically recognised. Their holders are therefore exempt from applying for registration in the register of certificates.

Registration in the register of certificates may also be required to pursue academic study if an individual wishes to enrol in a study programme at a higher level than that of the diploma held.
A higher education diploma can be registered in the register of certificates if the following criteria are met:
Applications for registration in the higher education section of the register of certificates are subject to the payment of a EUR 75 fee per diploma.
Online applications must be paid by credit card at the time the application is submitted using MyGuichet.lu.
Applications sent by post must include the wire transfer statement indicating the amount paid to the following account:

Communication: Taxe reconnaissance des diplômes, MESR, surname of the applicant, date of the application
Applicants can submit their application for registration in the register of certificates online using MyGuichet.lu. Online applications do not require a LuxTrust product (Smartcard, Token, etc.) or an electronic identity card (eID).
After the application is submitted, all subsequent messages, including notifications of changes in the application's processing status, will be sent by email.

To speed up the processing of their application, applicants must make sure they provide all the required information and include the required supporting documents with their application.

Documents must be accompanied by a sworn translation into French, German, Luxembourgish or English produced by a sworn translator if one or more of these documents is in a language other than one of these 4 languages.
In principle, the average processing time is between 4 and 6 weeks after the complete application has been submitted. The processing time may vary depending on the time of year and on the number of applications being processed simultaneously.
If additional research is required, or if the foreign authorities must be contacted, this may also affect the processing time.
The decision is sent by post in the form of a ministerial decree.
If the application for academic recognition is refused, the applicant may contest the administrative decision, against which the usual means of appeal (non-contentious appeal, judicial appeal) can be exercised, provided that the legal time limits are respected.
Claims may also be filed with the Ombudsman.
