Renting a property through the Social Housing Agency

People with low income who are having difficulties obtaining housing may be able to rent a dwelling through the Social Housing Agency (Agence immobilière sociale - AIS).
The AIS provides inexpensive housing suitable for the particular household, on preferential terms, for a maximum period of 3 years. During that period, the tenant must agree to be monitored by social services.
Who is concerned
The option to rent a dwelling through the AIS is reserved for individuals with low income who are also experiencing a housing-related problem. The following people may be considered persons experiencing a housing problem:
- people who occupy housing that is not suitable for the composition of their household;
- people in difficult personal circumstances, such as after a divorce or a dismissal;
- people in precarious life situations, such as people who are threatened with domestic violence, eviction, etc.;
- people living in shelters (for women, immigrants, or otherwise);
- people who are homeless or living in temporary housing.
To receive housing from the AIS, the person must satisfy the following conditions:
- have a housing problem;
- have low income that does not exceed a defined ceiling;
- agree to receive appropriate social support services and to actively cooperate with the mutually agreed-upon plan;
- not be a property owner, either in Luxembourg or abroad;
- hold a valid residence permit;
- be enrolled with a health insurance fund;
- be willing to implement a plan to gain autonomy in catering to their housing needs.
How to proceed
To apply for housing from the AIS, the applicant must first go through a third-party social services provider (public or private). A social services agent will file the application in the applicant's name.
Applicants are not authorised to file their own applications.
To file an application with a social services provider, the person in question must bring:
- a copy of the applicant's ID card;
- an expanded residence certificate;
- for nationals of countries that are not European Union Member States: residency permit and work authorisation;
- certificates of income for all members of the household who earn income;
- a certificate of non-ownership (available from the Division of Real Estate Valuation (Section des évaluations immobilières) of Luxembourg Inland Revenue (Administration des contributions directes), or from the embassy of the applicant's country of origin);
- where applicable, additional documents must be attached demonstrating the seriousness of the housing situation (health inspection reports, termination letter, eviction notice, etc.).
The beneficiary, the social services provider, and the AIS develop a plan together. Throughout the period, the beneficiary receives support from the social services provider.
Housing provided by the AIS is adapted to the composition of the applicant's household and is made available for a maximum period of 3 years. The beneficiaries' contribution to the rent is calculated based on their income situation.
Renting a property through the AIS is a temporary measure intended to enable beneficiaries to manage their housing situation autonomously at the end of the 3 years.
